Choose 2 colors ( one light and one dark)
I used #b6b6b1 ( Grey )

1~ Open your image in PSP.
Add a raster layer.

On the layer palette, right click on the bottom (Background)layer and Promote Backgound Layer.

Now click on the top layer on the palette and drag it below the bottom layer.

Turn off the visibility on what is now the top layer ( your image ).

While still on the bottom layer (blank), fill with your lighter color.

Go Adjust, Add Noise, and add noise ,
Random , 10% , monochrome and no checks in the boxes.

Apply FM Tile Tools, Blend Emboss at the default setting.
Turn the visibility back on the top layer.

Now click on the top layer on the palette and apply your mask.
Go to Layers , Load/Load Save Mask and Load Mask From Disc.
Scroll to Mask 159 and apply with settings below.

On the layer palette, delete the mask layer and click on a group layer & Merge/Group.

Now apply a drop shadow , opacity 50 ,blur 5 , and V & H 5.

Merge All/Flatten.

2 ~Add a 5px symmetrical border.
Select the border with the magic wand, tolerance and feather set to 0.
Fill with your light color.
Now go Effects, Tecture Effects , Texture and apply the settings below, using your same light color as the fill.

3 ~ Add a 5px symmetrical border.
Select the border with the magic wand, tolerance and feather set to 0.
Fill with your dark color.
Go to Effects, texture Effects, sculpture and apply the settings below, using your dark color as the fill.

4 ~Repeat the first 5 px border. (step 2 )

5 ~ Add a 25px symmetrical border.
Select the border with the magic wand, tolerance and feather set to 0.
Fill with your light color.

Apply the same sculpture setting as above, using your light color as the fill.

Apply FunHouse PatchWork, setting the slider at 31.
(This may vary slightly depending on the size of your image)

6 ~ Apply an inner bevel, settings below.

7~ Repeat the first 5px border(Step 2)

8 ~ Add another 5px border, fill with your dark color and apply the same texture setting as in the above step.

9 ~ Repeat the first 5px border (Step 2)

10 ~ Add a 30px border, select with your magic wand,
tolerance and feather set at 0,
and fill with your dark color.

Apply the same sculpture setting as above, using your dark color as the fill.

Go Effects , Texture Effects , Blinds and apply with a width of 14 and opacity of 28 , vertical & Light From The Top.
I used black as the fill, but it will depend on your color used.

Apply the same inner bevel as above.

11 ~ Repeat the first 5px border (Step 2 ) again.

::Background::

For the main background, I just resized my finished image to 200 on the longest side.
I applied Funhouse PatchWork, with the same setting as the frame.
Then applied Simple Quick Tile and FM Tile Tools , Blend Emboss at the default setting.
