Let's get started.
::
Open your image in psp.

1 ~ Open your Selection tool, set the feather to 10,
mode to replace , selection type elipse , anti-alias checked.

Select the area of your image that you wish to frame.



Now , right click on the canvas , choose copy, then paste as a new image.

2 ~ With your new image, add a raster layer.
On the layer palette , left click on the new layer and pull it down to the bottom.

3 ~ Make sure that your new layer is the active layer
( It will be highlighted on the palette )
and choose a color from your image and flood fill.

4 ~ Apply Paint Engine with the settings below.



5 ~ Go to Effects , Texture Effects , Blinds and apply with a width of 6 , opacity of 18 , color black , light from the top and no check in the horizontal box.

6 ~ Go to Effects , Reflection Effects , and apply Kaleidoscope with the settings below.
( You will not see the effect till the next step )



7 ~ Apply Simple Quick Tile.

8 ~ Apply FM Tile Tools, Blend Emboss at the default setting.

9 ~ Merge All/Flatten.

10 ~ Add a 4px border with the color you used for your first fill.
Select with your magic wand, tolerance & feather set at 0.
Apply an inner bevel with the settings below.



:: If you have Eyecandy 4000, you can invert the selection and apply a matte cut cutout ::

11 ~ Add a 4px border with a second color.
Select with your magic wand, tolerance & feather set at 0.
Go to Effects, Texture Effects, Texture and apply the settings below, using the second border color as the fill.



Sharpen once.

12 ~ Repeat the first 4px border and bevel.

13 ~Add a 40px border, using the same color as the first 4px border.
Apply Paint Engine with the same settings as above.

14 ~ While still selected, add a new layer.
Fill with your second color .
While still selected, go to Adjust , Add/Remove Noise and apply Noise at 15% , Random , Monochrome checked.
Go to Adjust , Add / Remove Noise and apply the Salt & Pepper filter at Spec size 3 , Sensitivity to Specks 4 and no checks in the boxes.

15 ~ Go to Layers , Load/Save Mask , Load Mask From Disc and scroll to find the SNF frame 24 mask.
Apply with checks only in Source Luminance , Fit to Layer , and Hide All Mask.
On the layer palette, delete the mask layer and then Merge All/Flatten.


16 ~ Apply the same inner bevel as above.

17 ~ Apply FM Tile Tools, Blend Emboss at the default settings.

18 ~ Add a 4px border with your first color.
Select with your magic wand, tolerance & feather set at 0.
Apply the same inner bevel as above.
